Yet another element of the chemical substance management is the use of MSDSs in a plant. The process of identifying the chemical substances, mixtures and products used in an enterprise is based on the information submitted by the Client, such as MSDSs and other documents. An important part of this process is to apply an appropriate methodology and assess the quality of safety data sheets and identify possible errors. Detection of such errors is crucial, as safety data sheets non-compliant with legal requirements may indicate there are areas that require immediate correction. If necessary, we update safety data sheets that need to be corrected or transposed to Polish legal requirements – our chemical substance management standard, chemIQ®, is a great tool to do that.
If you use hazardous substances whose registered yearly quantities exceed 10 tonnes, your supplier is required to provide you with an extended safety data sheet (e-SDS) that includes the relevant exposure scenarios. Exposure scenarios are a key element in the safe management of chemicals. They describe how manufacturers or importers control human and environmental exposure to the substance in question and what measures they recommend to downstream users to ensure safe use. Industrial establishments that use or produce hazardous substances may be at risk of major industrial accidents. Depending on the quantity and type of these substances, these establishments are classified as either ‘upper-tier establishments’ (Pol.: ZZR) or ‘upper-tier establishments’ (Pol.: ZDR).
Anyone operating or planning to operate an establishment assigned to either of these categories is required to ensure that the establishment is designed, constructed, operated and locked so as to minimise the risk of industrial accidents and limit their impact on people and the environment. In order to qualify an establishment to either category, we need to carry though an analysis based on the Regulation of the Minister of Development of 29 January 2016, concerning the types and quantities of hazardous substances present in an establishment. This regulation defines threshold values for different categories of hazards (health, physical hazards, environmental, other). The Annex to the Regulation specifies in detail the threshold quantities of these substances. These values must be compared with the substances used or produced in the establishment. If the quantity of substances exceeds these threshold quantities, the summation rule for HCAs and ARDS applies. If the result equals 1 or more, the plant is classified as an upper-tier or top-tier establishment.
